OPERATION & Maintenance committee

The Operations and Maintenance Committee meets every four to six weeks.  For each meeting, members are assigned a particular area of the common elements, both inside and out for inspection. The Committee also makes suggestions on ways to improve the operation of the Association.  The Committee has also been involved in the development and revision of the Whitehall Guide which contains the Condominium’s rules and regulations as well as operational procedures and information. The O and M reports go to Management and the Board with a follow-up on progress.  (Meeting times and dates are posted on the bulletin boards.  Residents are welcome to attend and provide comments during the Open Forum part of the meeting.)

Report of the O and M Committee

For the Board of Directors Meeting of February 27, 2007

 

The O and M Committee met from 7:00 PM to 8:00 PM on February 1, 2007. (The members in attendance were Henley Portner, Susan Spring, Rosemarie Winiewicz, and Jennette Wade; David Wolff could not attend but submitted his written report.)  Ms. Jean Harnish also attended the meeting.  Copies of the individual reports with specific details are provided to Management, with the summary below for the Board. 

 

Renter-related issues: The Committee discussed ways to address potential problems from an increasing number of renters. It was suggested that owners be required to provide a contact number that would be available 24/7 to provide authorization for repairs. It was also suggested that a previous idea about floor contacts and/or community welcomers be re-visited.  These residents could provide information about the building and also remind new residents about rules and procedures.

 

Rules: The importance of consistent rule enforcement was also discussed and it was suggested that the Board pursue the plan for the gray bicycle covers as a way to make the balconies look neat.

 

Smoke detectors:  The issue of the Association replacing the in-unit smoke detectors (vs. having owners do it at their convenience was addressed.  The Committee members felt that given the safety issue involved as well as the modest cost, the Association should go ahead and do this.  It was also suggested that the newsletter include information about the kinds of home fire extinguishers available as well as the decreasing price of CO detectors.

 

Missing door numbers: Several doors are missing numbers.  It is not clear how pervasive this is, but it is important for not only for emergency issues, but also just to prevent the wrong doors from being knocked on.  A survey was done by the O and M a number of years ago, missing numbers were identified and replaced.  (Does the Board want this done again).

 

Unit Doors and Elevator Door Frames:  As suggested before, when staff has time, there are unit doors (both North and West) that are terrible as well as others that just need touching up, particularly around the locks/door handles. Even if staff does it with the doors closed, it would be a great help.

 

Hallway Carpeting: This has been a long standing issue.  The West Building, while not the most attractive color, seems to be wearing well.  The North Building is badly deteriorated and a safety issue.

 

Vent Grids (North Bldg 1st floor and basement level): The vents need cleaning, particular the basement intake vent.

 

Storage Rooms:  Signs and protectors around the panic buttons are needed.

 

Concrete Poles West Garage:  As noted in the reserve study, the concrete poles have spauling and the vertical “blinds”have rust. Some work has started on this, but it is not completed.

 

Speed Bump Near West Garage (from rear West):  This bump is badly deteriorated.  It is not clear if it can be removed or has to wait for asphalt work.

 

North Rear Automatic Door:  The door is working much better.  However, from the interior, the sensor seems to trigger when people are at the low numbered mail boxes or using the second trash can for recycling.  If the sensor can’t be changed, the trash can could be moved closer to the credenza which will stop at least part of the problem.

 

Other Painting Issues:  Several laundry rooms in both buildings have peeling paint on the walls or ceilings.  Some in the West have problems with the ceiling and or floor. In the North, some of the stairwell halls needs painting. The North freight elevator ceiling needs painting and new bulbs.

 

Hallway Ceiling light fixtures: These could use cleaning.  If the enunciator work is to start soon, perhaps it can wait until after the dust settles on that.

 

Miscellaneous Items:   In the North building the electric boxes, telephone boxes and cable boxes have problems with doors being opened (1st and 2nd floor disposal).

 

Signage:  The paper sign in the Front North serves a useful purpose.  It might be good to have the same red and gold metal sign someplace in the front of the North.  The air-phones do have a red light on them and most have a sign next to them.  It might be good to get a telephone symbol decal to actually paste on them.  The Front Desk gets harassed by people who don’t realize that the phone is a phone.

 

Miscellaneous Rule Violations:  There are still issues with items stored in both garages and in the storage room aisles. On Jan 30 about 10 AM, Spring & Wolff saw the owner of the dog in 209N was walking it in the tree well behind the North Bldg.  Wolff told her not to do that and she walked away. Some units still have miscellaneous door hangings including wreaths and Ms. Kitty signs.

 

Items brought separately to Property Manager’s attention after meeting:  Moldy ceiling on West 9th floor laundry room. Clarification about tilting of the tree donated by Dr. Silverman. While the bend in the tree cannot be straightened, it was suggested that it be braced so that the new growth will be vertical.  The need for replacement mats for the lobby levels.
